During his tenure on this position he spearheaded the riot control training that prepared the Kansas National Guard for Riot Control Duty carried out within the 1960s. On four February 1971 he was promoted to Brigadier General and assigned as the Assistant Adjutant General for the Kansas Army National Guard.

Lieutenant General Joe Nickell served because the Adjutant General of Kansas for more than 21 years, culminating an illustrious profession as state legislator, lawyer, newspaperman, radio commentator, photographer, historian and soldier. His father was coal merchant at Brownsville, and both mother and father had been active, helpful members of the Methodist Episcopal Church. In 1870, he served as Mayor of Topeka the place he strongly fought in opposition to liquor promoting and playing. In 1873, he was elected as a republican to the Kansas House of Representatives and served three terms. After leaving workplace he continued his struggle for a constitutional prohibition of alcohol. Numerous times he was threatened to depart the state or he could be hanged, however he saved pursuing his activities in opposition to slavery. He was raised southwest of Dodge City in Copeland, Kansas, and moved together with his family to Grand Junction, Colorado the place he graduated high school and joined the Colorado National Guard in January 1960. He moved again to Kansas and transferred to Headquarters Battery, 1st Battalion, 161st Field Artillery, Dodge City in 1962. After a brief interval of 1 12 months and fifteen days, he reenlisted in the National Guard and served as the Assistant Operations Sergeant. On 31 July 1972, he assumed the duties as the total-time Operations, Training, and Readiness Specialist with the 3rd Battalion, 137th Infantry Battalion. The 195th Field Artillery Group was re-designated and reorganized on 1 May 1959 because the 195th Engineer Group.
